information and it appears that Sir C.Clementi

is very reluctantly prepared to accept the

decision. It may be noticed that the emphasis

on the loss of revenue is becoming stronger

and stronger and this is no doubt the real

reason why Hong Kong are so perturbed at the

position.

Sir Malcolm Delevingne and there is no necessity
